The McHenry County Division of Transportation (MCDOT) is seeking public comments on the effects that proposed replacement of the Paulsen Road bridge over the North Branch Kishwaukee River will have on the Brookdale Conservation Area. The Brookdale Conservation Area, which is under the jurisdiction of the McHenry County Conservation District, is a significant, publicly owned recreational area. As such, it is subject to protection under Section 4(f) of the U.S. Department of Transportation Act of 1966. For the Paulsen Road project, MCDOT intends to seek a Section 4(f) “de minimis” impact finding from the Federal Highway Administration based on a determination that the project will not adversely affect the features, attributes, or activities that qualify the Brookdale Conservation Area for protection under Section 4(f).


Effects of the Paulsen Road bridge replacement project on the Brookdale Conservation Area will include permanent right-of-way acquisition along the west side and east side of Paulsen Road to re-establish roadway ditch grading. Mitigation will include restoring the land with vegetation. Detailed documentation describing the impacts and mitigation associated with the effects of the Paulsen Road bridge replacement project on the Brookdale Conservation Area is available for review in the Draft Section 4(f) Document (see link below).

Comments regarding this project can be submitted in person at the MCDOT office, submitted online below, or mailed to the MCDOT office (Attn: Samantha Dittrich). Comments must be received by September 11, 2023 to be considered as a part of the public record.
